To ask the Secretary of State for Transport whether he will make it his policy to encourage vehicle manufacturers to provide effective seat belts for all permanent seating positions and anchorage points for child safety seats and harnesses.

Yes. All the seats of new cars already have to be fitted with approved belts and anchorage points and suitable child restraints to fit these seats are widely available. New minibuses and coaches are also required to have belts fitted on the front seats and exposed forward facing seats respectively. We consider that the more widespread fitting of belts in coaches and minibuses would enhance safety. We shall continue to encourage vehicle manufacturers to fit effective belts in them.
