asked Her Majesty's Government:

Whether napalm has been or is available to be, used in the Middle East conflict, and if so, whether decisions to use it may be taken by military commanders without specific reference back to their governments.

Napalm is not available to the British forces in the Gulf. The question of the availability of napalm to the forces of other countries in the Gulf, and the conditions under which it might be used, are a matter for the governments concerned. The Americans have stated that their forces in the Gulf have used napalm to fire Iraqi oil-filled trenches.
