HL Deb 26 February 1991 vol 526 c44WA
Lord Kennet

asked Her Majesty's Government:

Whether, in view of the statement by US Major General R. B. Johnston and of others that the air attacks on nuclear and chemical plants in Iraq may have released "toxic substances and nerve gas", respectively, [International Herald Tribune February 5th], they will ensure that no more such attacks are launched, given that such releases are unlawful in the coalition countries.

The Earl of Arran

Coalition attacks on Iraq's nuclear, chemical and biological facilities were carefully researched and planned. The planning took into account prevailing conditions and the design and construction of the facilities. The precision methods used in the attacks were designed to minimise the risk of contamination. Any remaining risk must be balanced against the risk of Iraq using these weapons against coalition forces or against civilian populations.
