§ Sir George YoungBuilding regulations impose legally binding requirements relating to the design and construction of buildings. A person who is carrying out building work is under a duty to comply with these requirements, and a person who contravenes them can be prosecuted and fined. While local authorities have the function of enforcing the regulations in their areas, any 419W failure to do so does not give rise to legal penalties, although other sanctions against the authority and its personnel may be available.
