HL Deb 25 February 1991 vol 526 c37WA
Lord Kennet

asked Her Majesty's Government:

Whether it is their view that the recent inspection of Iraq's nuclear facilities by the International Atomic Energy Authority was faulty, given that coalition attacks on Iraq's nuclear power facilities have been justified in terms of Iraq's possible nuclear weapons programme, and if so how they propose to improve the International Atomic Energy Authority procedures.

Lord Reay

No. International Atomic Energy Authority safeguards inspections are designed to detect and deter significant diversions of nuclear materials under safeguards, and the inspectors' report was satisfactory in this sense. But it remains our view that Iraq has been engaged in acquiring a nuclear weapon capability despite its Non-Proliferation Treaty obligations.
