Whether the shipment by UNICEF and WHO to Iraq of "infant formula" for children under 6 months had been blocked on the grounds that Iraqi soldiers might eat it; how this block would contribute to the liberation of Kuwait in the terms of United Nations Security Council Resolutions; who imposed it; and whether they will ensure that it is rescinded.
§ Lord ReayThe World Health Organisation (WHO) and the United Nations Children's Fund (UNICEF) took a consignment of medical supplies to Iraq on 16th February, after notifying the United Nation; Sanctions Committee. UNICEF and WHO will keep strict control over the distribution of medical supplies, and, in accordance with the provisions of United Nations Security Council Resolutions 661, 666 and the Fourth Geneva Convention, they will concentate on the needs of children under 15, pregnant women, the sick and the elderly.
38WAWe understand the consignment of medical supplies did not include baby milk since UNICEF did not believe this to be a major requirement in the immediate future.
