To ask the Secretary of State for Employment if he will make a statement on the European Commission's proposals under the social action programme on(a) informing and consulting employees and (b) proof of employment relationship.

Proposals for directives on informing and consulting employees in Community-scale undertakings and on proof of employment relationship were adopted by the European Commission on 5 December and 28 November 1990 respectively. Consultation documents inviting views on both proposals are to be issued by my Department today. Copies have been placed in the library of the House.
