To ask the Secretary of State for Employment what labour market and geographical criteria have been used in allocating budgets to individual training and enterprise councils; what weight was given to each of the criteria; and if he will make a statement.

Mr. Jackson

Budget allocations to individual training and enterprise councils (TECs) are based broadly on historical spending levels in the geographical area covered by the TEC (80 per cent. of the weighting) and on the size of the client groups within the TEC's area for the programmes involved (20 per cent. of the weighting). Each TEC's budget may be adjusted according to local factors, which will be subject to negotiation between the TEC and the Department's regional director.
