To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the public offers made by representatives of the Libyan Administration to Her Majesty's Government to help resolve the issue of responsibility for the Lockerbie bombing.

The evidence that led to charges against two Libyan officials resulted from one of the most painstaking and exhaustive inquiries ever undertaken. A detailed statement of the facts has been passed to the Libyan authorities in support of our demand for the surrender of the two accused. The Lord Advocate's statement on 14 November, and our own joint statements with our United States and French partners on 27 November, made our position absolutely clear. The Libyans know what they are required to do. It is now up to them to respond.
