Mr. Sillars

To ask the Secretary of State for Foreign and Commonwealth Affairs if he will list the subject matters which are within the competence of the Community and which are decided by the Council of Ministers by majority, qualified majority and unanimous voting; and if he will state those areas of policy on which there is co-operation and co-ordination although they lie outside Community treaty obligations.

The treaties define the areas of activity which fall within Community competence, and the voting provisions for them. There is intergovernmental co-operation on many subjects, bilaterally and among the Twelve, outside Community competence; in particular on foreign policy and aspects of judicial and home affairs.
