To ask the Secretary of State for the Home Department what plans he has to introduce primary legislation to restructure the police forces of England and Wales.

We have no plans for primary legislation, but we are considering what further improvements in the service delivered by the police can be achieved by developments within the present constitutional framework.

The deputy commissioner has told me that expenditure on staff and accommodation costs of the directorate of public affairs, and on recruitment and other advertising and other promotional literature, in each financial year since 1985–86, estimated expenditure for 1990–91 and budget estimate for 1991–92 are as follows:

To ask the Secretary of State for the Home Department if he will give for each year from 1979–80, including 1991–92, the number of staff actually employed on 1 April and the full complement of staff, including vacant posts, by grade, in the statistical divisions in the Metropolitan police; and if he will differentiate between staff in statistical posts and staff in administrative posts.
