§ Lord Kennetasked Her Majesty's Government:
Whether, in the light of the casualty figures suggested by some official United States sources (for example General Schwarzkopf's of 150,000 killed "in the campaign") as against some tens of coalition troops (apart from those killed by their own side), they maintain that no more than the minimum force necessary was used to remove Iraqi forces from Kuwait; and to the extent that more than minimum force was used, who will be financially responsible for compensation for civilian lives lost and for the restoration of property destroyed in the period after Saddam Hussein had indicated his intention to withdraw his troops from Kuwait in accordance with the relevant Security Council Resolutions, and had begun to do so.
§ The Earl of Arran:The coalition used only the minimum force necessary to achieve its objective of liberating Kuwait. The letter informing the Security Council that Iraq was prepared unconditionally to 93WA accept all the relevant Security Council Resolutions was not received until after the coalition had announced the suspension of offensive operations.
