§ Mr. FallonMy right hon. Friend has received no recent evidence about trends in the level of school discipline. The report of the committee of inquiry into discipline in schools, chaired by my noble Friend Lord Elton, did however include the findings of a large-scale survey of school discipline. That survey, conducted in nearly 500 schools in autumn 1988, identified persistent low-level disruption as the most common disciplinary problem.
