Dr. ThomasTo ask the Secretary of State for Foreign and Commonwealth Affairs if he will make it his policy to support the request by the three Baltic states to be given observer status at the forthcoming CSCE conference in Paris.
§ Mr. Douglas HoggWe welcomed the decision of the French Government to invite representatives of the Baltic states to attend the CSCE summit as "distinguished guests". We look forward to a time when it will be possible for the Baltic states to participate in the CSCE process as full members. However, membership and observer status are open only to states internationally recognised as such. The Baltic states are not recognised as independent states.
