To ask the Secretary of State for Employment (1) what additional cost to his Department has been incurred in order to implement the Social Security Act 1989;

(2) in which languages forms associated with enforcing the Social Security Act 1989 are available; whether all unemployment benefit offices hold stocks of such forms; and whether resources will be made available for trained interpreters to assist members of ethnic minority groups in actively seeking work interviews;

(3) what provisions he has made for the illiterate within budgets for the implementation of the Social Security Act 1989.

Questions on operational matters in the Employment Service executive agency are the responsibility of Mike Fogden, the agency's chief executive, to whom I have referred this question for reply.
