§ Mr. TrippierThe Transfrontier Shipment of Hazardous Waste Regulations 1988 implement the provisions of Council directives 84/631/EEC and 86/279/EEC and two related Commission directives. Enforcement of the provisions is primarily a matter for waste disposal authorities and comprehensive advice is contained in circular 16/89 issued by the Department.

§ Mr. TrippierThe Transfrontier Shipment of Hazardous Waste Regulations 1988 will need modification in due course to implement future changes in Community law which, inter alia, will enable member states to ratify the Basel convention. My right hon. Friend the Secretary of State has raised the matter in the EC Environment Council and detailed discussions within the Community are under way.
