§ Mr. LuceI am aware of the recent National Audit Office report to the Parliamentary Accounts Committee which examined the relationship between the Arts Council, the regional arts associations and the Office of Arts and Libraries. I believe that the changes in the structure of arts funding that I announced to the House on 47W 13 March 1990 will clarify the responsibilities of the Arts Council and the Regional Arts Associations, and strengthen accountability for taxpayers' money.
