asked Her Majesty's Government:

Whether in their view the Turkish Law No. 2932 of 22nd October, 1983, which prohibits the use of the Kurdish language, is compatible with Turkey's obligations under the European Convention on Human Rights.

Lord Brabazon of Tara

It is for the institutions established under the European Convention on Human Rights to decide whether a contracting state's legislation is compatible with the convention.
