To ask the Secretary of State for the Environment (1) if he has any plans to seek to amend the Local Government Finance Act 1988 with respect to the standard community charge, in addition to the proposed changes for holiday caravans; and if he will make a statement;

(2) if he intends to change the law of joint and several liability under the Local Government Finance Act 1988; and if he will make a statement.
