To ask the Secretary of State for the Home Department whether he will introduce legislation to make the tethering of horses a criminal offence; and if he will make a statement.

Horses are already protected against cruelty generally by the Protection of Animals Act 1911 and against cruel tethering, in particular, by the Protection Against Cruel Tethering Act 1988. We have no plans to introduce legislation to make all tethering unlawful.
