asked Her Majesty's Government:

Whether the Crown Prosecution Service has reached a decision on the subject of the answer given by Lord Belstead on 13th November (HL Deb., col. 1318), and if not whether the time since the alleged offence is in excess of the average and how much longer it will take.

The Director of Public Prosecutions has given very careful consideration, with the advice of Leading Counsel, to a report submitted by the Chief Constable for the Greater Manchester Police concerning remarks allegedly made by Dr. Kalmin Siddique at a meeting held at Manchester Town Hall on 21st October 1989. He has concluded that there is insufficient evidence to justify the institution of criminal proceedings against Dr. Siddique for any offence.
