To ask the Secretary of State for Transport what steps he intends to take to ensure that the introduction of the single European market does not have an adverse effect on the environment.

Mr. Atkins

All member states of the European Community and the Commission itself are mindful of the need to protect the environment and are taking account of environmental aspects in all proposals for new Community measures. A number of specific measures to protect the environment have already been agreed, in particular controls on vehicle emisions. In so far as the introduction of the single European market will encourage greater efficiency in the use of transport, it will have a beneficial effect on the environment.
