§ Mr. McLoughlinA round of talks was held in London on 29 November to 1 December 1989. My right hon. Friend went himself to Washington to meet the US Secretary of Transportation, Mr. Skinner, on 11 and 12 January. Negotiations continue, and my right hon. Friend hopes to welcome Mr. Skinner here soon for further talks.
