To ask the Secretary of State for the Environment if he will set out the reasons for the variations in the standard spending assessment between the Harrogate borough council on a per capita basis, York city council and Scarborough borough council.

[holding answer 12 February 1990]: The standard spending assessments for these three authorities have been calculated in accordance with the formulae set out in the Revenue Support Grant Distribution Report (England). The table gives details for the three authorities of the amount of SSA in £/adult which is attributable to each of the indicators used to calculate their SSAs. The indicators are defined in annex A to the distribution report.
