§ Mr. Heathcoat-Amory[holding answer 13 February 1990]: Financial measures are not necessary; stationery made from recycled fibre can already fulfil most requirements adequately at a competitive price. It is important for local authorities to consider whether they are over-specifying and demanding a quality of paper that 228W is too good for the purpose. An expert working group set up under the aegis of the recycling forum chaired by my hon. Friend the Parliamentary Under-Secretary of Slate for Industry and Consumer Affairs is specifically considering such issues.
