To ask the Secretary of State for Foreign and Commonwealth Affairs whether he will make a statement regarding the USSR's fulfilment of its outstanding human rights obligations following on from the Helsinki agreement.

Despite substantial progress in Soviet human rights performance under Mr. Gorbachev, the Soviet Union is still some way from meeting its international obligations in full. In particular there are still a considerable number of unresolved refusenik cases, on which we continue to press the Soviet authorities.
