Mr. Simon Hughes

To ask the Secretary of State for Education and Science if he will list the amount of funds received by each local authority in each of the last five years for information technology purposes.

Several activities for which my right hon. Friend has allocated funds under the education support grant programme and the local education authority training grants scheme (and its predecessor the in-service teacher training grants scheme) support spending on information technology (IT). The relevant allocations of expenditure supported for the past five years are shown in the following tables. The grants paid under these programmes are additional to the general rate support grant which local authorities receive, and which they may use for IT purposes within education. Local authorities may also receive funds relating to the use of IT within education from other Government Departments and through contributions from private sources.

1. 1. The main Education Support Grant programmes which have supported spending on Information Technology, and which are listed in the tables, are:
   1. i. Micros for SEN (the provision of microelectronic equipment designed or adapted for use by children with special educational needs (SEN)).
   2. ii. IT in NAFE (the development of the use of information technology at non-advanced further education (NAFE) establishments).
   3. iii. CMIS (computerised management information systems—the provision of data processing equipment, accessories and software for use in the management of further education establishments).

2. 2. Projects supported under certain other ESG activities may also have had some IT element.
3. 3. The allocations shown for the LMS activity in 1989–90 and 1990–91 are the total allocations for that activity. IT for management information systems is only one of the categories of expenditure covered by the activity, which also covers staff training and the provision of central LEA support. The IT element within the total sum for the activity was £12 million in the 1989–90 programme and £23 million in the 1990–91 programme. This element cannot be separately identified within the allocations to individual LEAs.
4. 4. The Local Education Authority Training Grants Scheme (LEATGS) replaced the former In-Service Teacher Training Grants Scheme in April 1987. The allocations given for the LEATGS show the expenditure supported under the relevant National Priority Areas. Local Education Authorities are free to add to those sums from the allocations made under the LEATGS in support of local priorities, or from their other sources of income.

In the 1989–90 LEATGS programme, the National Priority Area shown in the Table as "IT/Subject Competence" covered training to develop competence in the teaching of technical, commercial or professional subjects in the light of recent developments in industry, commerce or the professions, including the teaching of IT and its integration across the curriculum. The element for IT cannot be separately identified within the allocations to individual LEAs.
6. 6. The rate at which grant is paid in support of the allocations shown in the tables has varied.

Various aspects of information technology (IT) have been supported through a range of activities within education support grant (ESG) programmes over the last five years. These activities include those relating to IT as an aid to learning in schools, IT for pupils with special educational needs in schools, local management of schools, computerised management information systems for colleges, IT as an aid to learning in further education, and IT for students with special educational needs in further education. The proportion of the total ESG programme accounted for by the allocations for these activities is:

To ask the Secretary of State for Education and Science what is his policy on the level of spending on information technology over the next two years.

My right hon. Friend considers that, within the resources available to the education service, the level of spending on information technology (IT) should take account of the requirements of the Education Reform Act as well as reflecting the wider benefits which pupils, students, teachers and others can derive from the use of IT. In relation to schools and colleges, it is for each local education authority, and under local management, the institutions concerned, to determine the level of spending consistent with this approach, in the light of local circumstances. My right hon. Friend is continuing to support such spending through the LEA training grants scheme (LEATGS) and education support grants (ESGs). The LEATGS allocations for 1990–91 were announced on 18 December and the ESG allocations on 18 January. Together they will support at least £55 million of spending on IT. My right hon. Friend will be announcing his proposals for the ESG and LEATGS programmes for 1991–92 in due course.
