Mr. Dewar

To ask the Secretary of State for Scotland if he will list the sources of local authority income which have financed total local authority expenditure for each region in Scotland for every year since 1979–80 in constant prices and percentage terms.

The figures are given in the table. They have been converted to 1988–89 prices using the gross domestic product deflator. Amounts for rate and revenue support grant are final amounts or those applying to the most recent order. Figures for non-domestic and domestic rates are derived from data published in rating review for the relevant years up to 1988–89. To ask the Secretary of State for Scotland what are the most recent Government estimates of the cost to local authorities in Scotland of recovery of poll tax arrears.

To ask the Secretary of State for Scotland what criteria his Department has given to assessors for assessing the commerciality of single self-catering units.

Mr. Rifkind

The Abolition of Domestic Rates (Domestic and Part Residential Subjects) (Scotland) Regulations 1990, which came into force on 1 April, exclude from the definition of domestic subjects dwelling houses made available for letting, commercially, as self-catering accommodation for short periods amounting in aggregate to at least 140 days per year. This has the effect of rendering such properties liable to non-domestic rates. Implementation of the regulations is in the first place a matter for assessors, whose decisions regarding particular properties are subject to the normal appeal procedures.

To ask the Secretary of State for Scotland if he will list his latest estimate of the percentage of the community charge liability of chargepayers received by each charging authority for 1989–90.

The information requested is not held centrally, but we understand that in most regions 85 to 95 per cent. of those eligible for the community charge have made some payment, with a figure of 98 per cent. in one area.
