§ Mr. Ian StewartAll members of the security forces who are likely to be issued with the plastic baton round gun receive full training in its use. This training covers the handling of the weapon and the rules of engagement under which it may be used. Only those members of the security forces who successfully complete the training and reach the required high standard of proficiency are permitted to use the gun in operational circumstances. Rules governing the use of plastic baton rounds provide, inter alia, that 31W they may be fired only when such a response is judged to be the minimum and reasonable amount of force necessary.
