§ Mr. Michael ForsythThe recurrent grant to a self-governing school will be determined so that the school will be neither better nor worse off than it could reasonably have expected if it had remained under local authority management. The grant will thus reflect the education authority's spending on salaries, superannuation and national insurance for teachers. It will be for the board of management of each self-governing school to decide how to spend this grant and how many teachers it wishes to employ in that school.
