§ Lord James Douglas-HamiltonUnder the terms of the Concessionary Travel for Handicapped Persons (Scotland) Act 1980 any local authority may make arrangements for the granting of travel concessions to persons suffering from mental disorders. It is, however, for the local authorities to decide what type of scheme is appropriate to their areas.
