§ Mr. CopeThe European Commission have put forward a preliminary draft proposal for a Community charter of fundamental social rights, which they suggest should be adopted by a solemn declaration of all 12 heads of state and Government. The Commission's preliminary draft of the proposal includes an invitation to the Commission to draw up a programme of work by June 1990. No details of such a programme have been received from the Commission.
