§ Mr. Butcher[holding answer 30 January 1989]: Under the Education Act 1944, local education authorities already have a duty to provide suitable and efficient primary and secondary education free of charge for all 182W children in their areas. This duty applies equally to British children and to school-age children accompanying EC nationals and is not affected by the move to a single European market in 1992.
