To ask the Secretary of State for the Environment if he will exclude from the ambit of proposed legislation involving identity cards for football supporters clubs at which there were no arrests during the 1987–88 season.

No. To exempt any League club from the national membership scheme could make that club a target for hooligans banned from those to which the scheme applied.
