To ask the Secretary of State for Scotland what is the latest progress towards the establishment in Scotland of a unified and autonomous natural heritage agency.

My right hon. and learned Friend, announced on 28 November (Official Report, vol. 162, cols 188–89) that he will consult early next year on the detailed aspects of his proposals to create a natural heritage agency. Its establishment will follow the creation of a Nature Conservancy Council for Scotland provided for in the Environmental Protection Bill which will shortly come before Parliament.
