How they account for the discrepancy between their estimate that the community charge in Kensington and Chelsea, taking account of the "safety net" provisions, will be £278 in 1990–91, and the statement by the Royal Borough of Kensington and Chelsea that, "It is estimated that the yearly charge per person will be near to £400".
§ The Parliamentary Under-Secretary of State, Department of the Environment (Lord Hesketh)The Government provided on 6th November an estimate of the level of the 1990–91 community charge in each English charging authority. This was based on assumptions which were set out in the information placed in the Library. Others have made their own estimates using their own assumptions. It is not for me to seek to explain their assumptions.
