To ask the Secretary of State for Employment what steps he will take following the judgement in the Cain case, to ensure that the establishment of training and enterprise councils will not diminish his final responsibility for the health and safety of both YTS and ET trainees; and if he will make a statement.

Mr. Cope

The contract between the Training Agency and training and enterprise councils (TECs) will require each TEC to meet the Government's requirements for the health, safety and welfare of trainees. The TECs will also be required to include conditions and acceptable standards relating to the health, safety and welfare of trainees in their contracts with providers of training. The Department has worked to ensure a high level of health and safety on all its programmes. The TECs will be required through their contract to continue this commitment.
