What progress has been made in introducing improvements to the orange badge scheme for disabled parking, since the debate on this subject on 11 th February 1987 (H..L. Deb., col. 682).

In March 1988 the Government published as an interim measure a new leaflet which provided better information on the rights and duties of Orange Badge holders under the present scheme. A number of possible changes are under consideration with the Disabled Persons Transport Advisory Committee in the light of the Government's consultation exercise. The object of any changes will be to ensure that badges are issued only to those most in need of them and to reduce the scope for abuse of the scheme. Any such changes will be subject to the normal consultative processes.
