To ask the Secretary of State for Transport what action he intends to take within the responsibility of his Department to improve the safety of transport of toxic wastes, especially the transport by passenger aircraft of polychlorinated biphenols that on incineration can form dioxins and dibenzofurans.

Matters of aviation safety are the responsibility of the Civil Aviation Authority. We are advised that toxic wastes are regarded as dangerous goods for carriage by air. Regulations are contained in the International Civil Aviation Organisation's technical instructions which are based on the recommendations of the United Nations committee of experts for the transport of dangerous goods. They are designed to ensure that the safety of an aircraft and its occupants is not compromised. There is no evidence to suggest the present transport requirements are inadequate.
