§ Mr. Douglas HoggIn addition to their existing powers, the Licensing Act 1988 empowered licensing justices to make restriction orders, on grounds of disturbance, to limit or nullify the extended opening hours provided for in the Act, to exercise greater control over late-night extensions and to revoke licences at any licensing session following receipt of a complaint. A circular was issued in August drawing to the attention of the courts and the police the wide powers available to them to prevent and curb disorder, infringements of the licensing law and drunkennness.
