38. Mr. Alan W. WilliamsTo ask the Secretary of State for the Environment what assessment he has made of the reduction in world consumption of chlorofluorocarbons which would be sufficient to prevent further damage to the ozone layer.
§ Mr. MoynihanThe Montreal protocol requires global consumption of certain chlorofluorocarbons to be halved before the end of the century. When the protocol was signed last September there was scientific consensus that this, together with a freeze on consumption on halons, should be sufficient to prevent significant depletion of the ozone layer. There are provisions for regular review and should new scientific evidence point to the need for stricter measures the protocol can be amended.
§ 46. Mr. FearnTo ask the Secretary of State for the Environment if he will make a further statement on his policy concerning the control of production of ozone-depleting chlorofluorocarbons.
