§ Mr. David MitchellGovernment policy towards the level of provision of rail services was set out in the Government observations on the Transport Select Committee's report on the financing of rail services (HC 420, annex C). I shall shortly be discussing the National Economic Research Associates' report with the National Union of Railwaymen in the context of this policy.
