§ Mr. Kenneth ClarkeThe paper set out the conclusions of the review of mergers policy, and took account of views submitted during the course of the review. The main lines of these conclusions have been known for some time, and have attracted some public comment; but the paper did not formally invite responses, and my Department has received none.
