The staff numbers and costs (essentially expenditure on pay including employers' national insurance and superannuation contributions) shown in the table include all directly employed staff in the diversity of grades whose pay negotiations are dealt with by the Administrative and Clerical Staff Whitley Council together with general managers and non National Health Service (agency, etc.) administrative and clerical staff.
3. Each region's totals include figures for regional headquarters and unit staff in addition to the totals for the districts.
