To ask the Secretary of State for the Environment what proposals he has to publish regularly updated lists of cars which run on lead-free petrol.

A list of cars capable of running on unleaded petrol without adjustment was prepared by the

Rates in Devon in the coming year alone are changing by 10 to 12 per cent. as a result of the spending decisions of the local authorities there. Detailed information on the effects of the revaluation is not yet available. Some forecasts suggest it might result in moderate average increases in rateable values in the south-west as a whole, with rather large increases for prime shops and reductions for older factories.

There will be arrangements to phase in changes in the rates bill resulting from revaluation and the NNDR. There will be an annual ceiling on the amount by which rate bills can increase in any one year. We are considering whether a lower ceiling might be set for small businesses. We intend to take a power to allow for further transitional arrangements after 1995.
