Mr. Home Robertson

To ask the Secretary of State for Scotland if he will make a statement on the funding of local councils of social service in rural Scotland, showing the amount paid to each local council of social service from public funds and the overall total paid to individual councils and to the Scottish Council for Voluntary Organisations in each of the last five years and for the coming year; and if it is his policy that these councils should be financed from(a) central or (b) local government.

My right hon. and learned Friend continues to attach importance to the claims of local councils of social service operating in rural areas in the allocation of grant assistance, under the Social Work (Scotland) Act 1968, to voluntary bodies in the social work field. The amounts of grant paid to individual councils for each year of the five-year period ending 31 March 1988 are in table A.

Total grant to local councils will be increased in 1988–89 to £504,000. That sum will be distributed to

existing councils and three or four new councils which are expected to enter the grant arrangements for the first time. Allocations to individual councils will be indicated shortly.

Grant is paid in each case as a percentage of proposed total expenditure and councils are required to find the balance of their income from other sources. They are riot required to obtain assistance from local authorities though this is in practice the source from which most additional funding is obtained.

Grants paid to the Scottish Council for Voluntary Organisations during each year of the same five-year period are set out in table B.

The council has been informed that, following the reassessment of priorities which led to the proposed increase in the level of support for local councils, grant for 1988–89, under section 10(1) of the 1968 Act, in respect of headquarters expenditure will be reduced to £250,000. In addition grant, amounting to £28,100, under section 9 of that Act, will be made towards the council's training activities. The council is free to seek additional income from other sources.
