To ask the Secretary of State for the Environment why, at a United Nations meeting on nitrogen emissions in February, his officials supported a draft agreement which would only freeze nitrogen oxide emissions at the current level by the end of the 1990s; and if he will make a statement.

A draft agreement in the terms described by the hon. Gentleman was not raised at the February meeting of the United Nations Economic Commission for Europe working group on nitrogen oxides. Negotiations are proceeding on a protocal to the UŃECE convention on long-range transboundary air pollution, on the reduction of nitrogen oxide emissions. The United Kingdom is playing a full part in these negotiations, along with other parties to the convention, and I hope that early agreement will be reached.
