§ Mr. MoynihanA draft agreement in the terms described by the hon. Gentleman was not raised at the February meeting of the United Nations Economic Commission for Europe working group on nitrogen oxides. Negotiations are proceeding on a protocal to the UŃECE convention on long-range transboundary air pollution, on the reduction of nitrogen oxide emissions. The United Kingdom is playing a full part in these negotiations, along with other parties to the convention, and I hope that early agreement will be reached.
