Friend the Secretary of State has had no discussions recently with local authorities about transport funding, although he did attend an Association of County Councils' function on 17 February at which he spoke on the need for greater spending on highway maintenance.
I met representatives of the Association of Metropolitan Authorities on 2 March to discuss the proposed change of PTAs to billing bodies from 1990–91.
