Mr. Battle

To ask the Secretary of State for the Environment when his Department commissioned the text of a leaflet explaining homeless people's rights, as part of its series advising the public on aspects of housing; when this was circulated to interested agencies for comments; and when he expects the text of the leaflet will he finalised, published and distributed.

To ask the Secretary of State for the Environment if the results are yet available of his Department's 1986 survey of local authority practice and procedure in the operation of the homelessness legislation; and if he will make a statement.

To ask the Secretary of State for the Environment pursuant to his answer to the hon. Member for Islington, South and Finsbury (Mr. Smith),Official Report, 20 January, columns 749–52, how many of these additional units local authorities estimate will become available for occupation (a) before 1 April, and (b) after 1 April (i) for England as a whole, and (ii) for each local authority scheme; which will provide additional accommodation for homeless households; and which has been approved for extra housing investment resources during 1987–88.

The additional allocations relate to capital expenditure in the current financial year. No systematic information is available on the number of additional dwellings or hostel places that will be ready for occupation by the end of that year.

Member for Islington, South and Finsbury (Mr. Smith),Official Report, 20 January, columns 749–52, how many of these additional units local authorities expect to let to homeless households (i) under licence, as temporary accommodation and (ii) under secure tenancies, as permanent accommodation.

The information requested is not available. It is for local authorities to decide the terms on which they offer accommodation to homeless households.

Member for Islington, South and Finsbury (Mr. Smith),Official Report, 20 January, columns 749–52, how many of the additional 2,800 units will be (a) ordinary housing accommodation provided by local authorities by refurbishing their empty dwellings, (b) hostel accommodation, provided by local authorities by buying and converting empty private dwellings, (c) hostel accommodation, provided by housing associations by buying and converting empty private dwellings and (d) other kinds of accommodation.
