§ Mr. MoynihanWe are considering the responses to the consultation document on waste disposal law amendments issued in September 1986. Those proposals included measures — a duty of care on waste producers and registration of waste carriers — which would help to combat flytipping. We have no plans at present to extend these proposals on the lines suggested, but we shall consider this possibility.
